AOC -> PULSAR across 10 files (engagement-model, retained-capability, modular-engagements, blue-purple-team-foundation, about-cqre, about-cqre-cs, consultant-field-guide, ai-assisted-tvm, m365-e3-hardening, sovereign-tool-stack, risk-register-example).
